DUSHANBE, July 15, 2015, Asia-Plus - The body of one more conscript has been returned to the Khistevarz jamoat in Sughd’s Bobojonghafourov district from army.

The body of conscript Parviz Dustmatov, 20, who had served in border unit in the Saghirdasht area of GBAO’s Darvoz district, was brought to Khistevarz on July 13.

Parviz Doustmatov voluntarily answered the called and he had to serve another eight months before he would get demobilized.

According to Parviz’s relatives, he was stabbed to death by his fellow conscript.

Abduqayum Ismatov, the head of mahalla (village community), says criminal proceedings have been instituted against the fellow conscript who killed Parviz Doustmatov and an investigation is under way.

We will recall that the body of another conscript, 18-year-old Abduvahhob Qayumov, was returned to Khistevarz from army on July 6.

Abduvahhob Qayumov had served in border unit 2747 in Khatlon’s Panj district.  His relatives say he died after being beaten by older conscripts.

We will recall that the Ministry of Defense admitted on June 11 that the 22-year-old conscript Firdavs Rahmatov died on June 7 after being severely beaten by older soldiers.  Firdavs Rahmatov from the city of Khujand, the capital of Sughd province was called up for military service on May 7 and on June 7 his body was handed over to his father Ghani Rahmatov.  Firdavs had served in military unit 04080 deployed in the northern city of Konibodom.

Human rights organizations in Tajikistan have criticized the government for not doing enough to stop hazing in the military.

In a recent change, Tajikistan’s government now allows soldiers to telephone the military prosecutor's office to report alleged hazing.
